Mill Green, Hatfield

Project:  9 new homes, refurbishment and extension of the village pub.

In 2010, Mill Green hamlet in Hertfordshire faced decline with the closure of its local pub, leading to safety concerns and misuse of the Grade II listed building. By 2023, the hamlet transformed into a vibrant community with a restored pub, new houses, and enhanced green spaces.

The closure of the local pub led to its misuse and safety concerns. Additionally, the hamlet lacked green spaces and community facilities. The site included listed buildings and was part of the Green Belt, complicating development efforts. Located on the River Lea floodplain and near the busy A414 road, the site also faced flooding risks and noise pollution.

Gaining Local Support

Extensive community consultations were conducted to ensure the development met local needs and secured public support.The proposal included the careful restoration of the Grade II listed pub, the construction of nine new homes, the creation of communal green spaces and a meadow leading to the river, and the blending of traditional architecture with modern technology to respect the area’s heritage and environment.

A detailed planning application addressed various constraints and received unanimous public support. Approval was granted in 2018.

The Build

Building began in 2020 and finished in 2023, despite delays due to the coronavirus pandemic. Successful management involved Jarvis Homes, Gascoyne Estates, and Hertfordshire Building Control.

The project preserved existing buildings, maintaining their embodied carbon. The houses were designed to be highly energy-efficient, surpassing regulatory standards. Homes achieved high energy performance (EPC rating B), with plans for further enhancements using air source heat pumps and solar panels. Four houses met enhanced accessibility standards.

The project received unanimous support from the local community. Both Gascoyne Estates and the local residents were very happy with the outcomes, showcasing the project’s success in revitalising the hamlet.

The revitalisation of Mill Green hamlet demonstrates the impact of community engagement, thoughtful planning, and sustainable development. Despite numerous challenges, the project transformed a struggling area into a lively community space. This case study highlights the importance of collaboration, sensitive design, and environmental considerations in small-scale housing developments, serving as a model for future projects aiming to blend heritage with modern living standards and community needs.
