Building Notice
This type of application is best for small, straightforward projects where the applicant and builder already understand the relevant Building Regulations.
To apply, you just need to send us the application form, the correct fee, and a site location plan.
It’s a quick and easy way to get started, but one downside is that we don’t check your plans and drawings before the work begins. This means problems with compliance might only be found during site inspections, which could lead to costly changes if something isn’t right.
In some cases, our building control inspectors may still ask for drawings, specifications, or structural calculations during the build to make sure everything complies and to keep a record of how the work was done.
A Full Plans application avoids this risk by reassuring you that you can safely build in accordance with a checked and approved design.
*A Building Notice is only acceptable for works on domestic properties. All work relating to commercial premises must be submitted on a Full Plans application.
Full Plans
With a Full Plans application, you need to submit detailed drawings, specifications, and (in some cases) structural design calculations with your application form and fee payment. We will review these for compliance and will be in touch if any changes or information are needed before approval is granted.
You can confidently build to approved details in the knowledge that the work should be approved by our building control inspectors unless there are previously unknown factors that come to light during the project.
Regularisation
A Regularisation application is required if the building work has already been carried out without approval under the Building Regulations. A Building Control Surveyor will visit the site to inspect the work and advise if further work is required prior to a Regularisation Certificate being issued. A Regularisation charge is payable upon submission.
To be acceptable, the applicant needs to include drawings (plans, sections and elevations) and detailed specifications for the building work with the completed form and appropriate fee. This needs to, as far as possible, demonstrate that the work complies with the appropriate building regulations.
We recognise that some construction elements may be hidden from view, so it is not possible to provide detailed information. A Building Control Surveyor will visit the site to inspect the work and advise if further work is required prior to a Regularisation Certificate being issued. In some cases, they will need to ask the applicant to expose part of the structure to check that it meets the minimum standards.
Demolition
Please use the Demolition form (Section 80 Notice) to apply for consent to demolish a building and submit a method statement, risk assessment, site location plan and demolition fee. Please email the following details to building.control@hertfordshirebc.co.uk
The form will ask for:s.
- Full location of the demolition site with site plan
- Contact details of the person submitting the application (including email address)
- The person responsible for carrying out the demolition work
- Proposed start date
- Estimated duration of work
- Fee is applicable
Guardian Warm Roof
With a Guardian warm roof Full Plans application, you need to submit detailed drawings, specifications and (in some cases) structural design calculations with your application form and fee payment. We will review these for compliance and will be in touch if any changes or information are needed before approval is granted.
Reversion
If your current RBCA (Registered Building Control Approver) can no longer carry out this statutory function, please complete the attached form and this will revert to your local authority building control provider, as per section 52 of the Building Act 1984.

Planning Portal
Instead of using HBC’s free online application, you can submit your proposal through the national Planning Portal (a fee applies). There you can apply for building control, and, if you haven’t yet obtained planning permission, you can apply for both planning permission and building control at the same time.
