The site of former Isopad & Hertsmere House previously consisted of two vacant four-storey office buildings with a combined gross internal area of approximately 3,563 sqm. Now called Franklin Court & Liberty Court, the apartments are located on the north side of Shenley Road, at its junction with Brook Road. Opposite, are the famous Elstree Studios! The new construction consists of 150 residential apartment units (36 affordable) in 2 blocks. The development includes a podium deck community amenity area, ground floor and basement parking, cycle parking, and refuse & recycling stores.
The LABC (Local Authority Building Control) formerly under Hertsmere Borough Council & part of Hertfordshire Building Control Ltd, supported Jaysam Contractors along with their sub-contractors and the Architect RPA: Group throughout the whole construction phase. In order to achieve the finished build and to meet client specifications, we provided excellent and relevant expertise relating to both building control and design aspects of work, whilst carrying out our site inspections.
During the plan checking and inspection process, the Building Control officer focused mainly on Part B & Part M of the Building regulations requirements in order to achieve the best compliance of the residential building, with the assistance of RPA: Group and Jaysam. During the construction phase, our industry was hit by the events of Grenfell. Further highlighting the need for stringent regulations towards Fire Safety, especially on high rise complex buildings. Hertfordshire Building Control carried out thorough checks, as always.
Franklin Court is built to the Code for Sustainable Homes Level 4. Therefore the apartments benefit from a range of energy-saving features. Not only do they reduce carbon footprint but also energy bills. Features include dual flush toilets, low energy light fittings, heat recovery systems, natural ventilation, triple glazing and superior insulation. The green credentials include car park storage and secured bike storage to reduce the cost of the environment. Each apartment is constructed to this standard and is backed by a full ten years LABC warranty.

Building Control and the Architects RPA Group worked together to tailor solutions to unexpected challenges during the construction phase. This included managing communication regarding the drainage system with the main water company, and resolving technical aspects with professional bodies relating to component settings on controlled doors. Together we worked upon challenges and they were drawn to a swift close.
During the project, Jaysam & RPA: Group had worked closely with the Local Authority departments including Building Control, Planning, Highways and Fire & Rescue services. All sectors worked closely together to ensure the project was compliant and kept to the relevant programme. Hertfordshire Building Control was involved from the beginning. We attended site meetings with the design team and site managers, which helped members to discuss plans. By agreeing to certain elements of the work prior to the construction stage, any minor issues that appeared were easily resolved. Therefore preventing issues from having a major impact on the programme.
